About Me:
Ursula Higgins is a dedicated community leader, advocate, and program management professional with a strong background in housing counseling, workforce development, and reentry support for over 30 years.
Throughout her extensive career at the Greater Washington Urban League, Ursula led initiatives focused on skill-building, financial empowerment, and housing stability for vulnerable populations. As Associate Director of a Housing Counseling Department, she developed and implemented programs to assist individuals facing housing and financial challenges, ensuring access to critical resources and advocacy.
Ursula remains committed to enhancing reentry support, strengthening community partnerships, and advocating for policies that uplift and empower Washington, DC residents. Ursula is a veteran of the US Army, dedicated to her family, church and community. With over a decade of service as a previous ANC Commissioner in Washington, DC—including eight years as Chairperson—she has been a driving force in community empowerment, resource coordination, policy advocacy and community engagement.
