Get to know the HOC
The Home Ownership Center (HOC) provides a variety of free or low-to-no-cost services to assist low- to moderate- income households on becoming first-time homeowners. The HOC will also assist low- to moderate- income households with qualifying for programs that will assist them in preventing foreclosure or eviction. The Home Ownership Center (HOC) provides the following services:
Group training
Orientation sessions
One-on-one counseling sessions (Housing Counseling)
Homebuyer education
Financial literacy Training
Foreclosure Prevention
The HOC also works closely with other agencies and programs and can assist DC and Maryland residents with the following:
Home Purchase Assistance Program (HPAP) – The “HPAP” program provides interest-free loans and closing cost assistance to qualified applicants to purchase single family houses, condominiums, or cooperative units in the District. The loan amount is based on a combination of factors, including income, household size, and the amount of assets that each applicant must commit toward a property’s purchase. Contact the HOC to find out if you qualify, for assistance on how to apply and the application process.

Ward 8 - East of the River Workshop
Audience: East of the River DC Residents (Ward 8)
Content: Current housing news and updates on budgeting, saving, student loans, taxes and available tools to prepare for homebuying.
8-Hour Homebuyer Education Class
Audience: Anyone who needs an 8-Hour Homebuyer Education Class for HPAP or Other Programs / Anyone looking to prepare for homeownership
