The Home Ownership Center (HOC) provides a variety of free or low-to-no-cost services to assist low- to moderate- income households on becoming first-time homeowners. The HOC will also assist low- to moderate- income households with qualifying for programs that will assist them in preventing foreclosure or eviction. The Home Ownership Center (HOC) provides the following services:

• Group training

• Orientation sessions

• One-on-one counseling sessions (Housing Counseling)

• Homebuyer education

• Financial literacy Training

• Foreclosure Prevention

The HOC also works closely with other agencies and programs and can assist DC and Maryland residents with the following:

1. Home Purchase Assistance Program (HPAP) – The “HPAP” program provides interest-free loans and closing cost assistance to qualified applicants to purchase single family houses, condominiums, or cooperative units in the District. The loan amount is based on a combination of factors, including income, household size, and the amount of assets that each applicant must commit toward a property’s purchase. Contact the HOC to find out if you qualify, for assistance on how to apply and the application process.
